    It is because when a cell is connected across a voltmeter to measure its e.m.f., the voltmeter draws some current to show the deflection. The current is drawn from the cell which is no longer remain in the open circuit. Therefore a voltmeter always measures the terminal potential difference of the cell and not its e.m.f. To meaure the emf potentiometer is used.
