Friction only comes into picture when there is relative motion between two surface or there is tendency of motion between the surfaces.
So if two surfaces are joined together with adhesive then practically there will be no relative motion but there are chances of tendency of motion.
So friction will be calculated by calculating the amount of force which is causing the tendency of motion.
Friction force will be equal and opposite to the force which will be causing tendency of motion.
